Shifters are characterized by the fact that they are not tied to the moon. Unlike Lycanthropes, they are generally cursed creatures. Whether it is a curse they received through birth or through pissing off someone with a gift. Each curse is unique to a particular family/shifter and usually comes with a method of breaking the curse (the knowledge may have been forgotten over centuries). Some Shifters, however, are simply born that way.
Shifters have no third form, ie: the half beast-man form that are in most movies. Only a 'Leader' strength Shifter has that capability, and that is only for a very short time frame, no more than 5 minutes. Otherwise all shifters have both human and beast form. They can take both -at will-. They have no need to shift on a full moon. They do not have to hunt. They are incapable of spreading their 'infection.' For it is not one. 'Leader' level shifters have the equivlant of a Strong Moderate Lycans Power. No more. Any Alpha Lycan can out-power them. Strong Shifters are as powerful as a weak moderate and the weak shifter is like a weak Lycan.
Cat's, Swans, Dogs, Bats and Crow's have leaders.
The main 'drawback' to a Shifter is that they are more their beast than a Lycan ever could be. They are One with it. This 'Oneness' is seen by their reactions to things, situations, and people. Even in their human guise they have many of their beast's quirks. Understanding humans is difficult at times. They can not 'blend in' like Lycans. Shifters cannot be turned by vampires though they do not posess the "disease" that prevents lycanthropes from being turned, their cell structure is far to diffrent for conversion to vampire.
