Panwere are a random occurence in the world, resulting when a person suffers multiple infections before their first full moon. Generally, a person will die prior to successful multiple infection as this is usually the result of several animals attacking at once.
Panweres and Insanity
Panweres often have severe mental issues associated with having multiple beasts. In extreme cases, this results in severe pyschosis. The depth of the mental issue based in the amount of beasts and how different each beast is from one another. Lions and Hyenas for example are natural enemies in the wild, unable to co-exist peacefully. A Panwere with both strands would have difficulty remaining sane. Some panwere can develop a severe multiple personality disorder, often a defense mechanism to protect the original personality from the reality of what they have become. Regardless, all panwere will have some mental issue.
Panwere Levels
It is possible for a Panwere to have all it's beasts at the same level, this is more common for someone with two very similiar beasts (wolf and fox, tiger and leopard, etc). The more beasts, the more variance there are in levels. The most would be three levels due to the fact that there is always going to be a similarity in the training between lycanthropes. As most panwere are only trained by one group, if they manage to find acceptance, the strongest is always the one trained. One of the beasts, while not always the highest level, will be the dominant beast. This means it is the strongest "personality" of the beasts and not that it is always the one at the forefront.

During a full moon, a panwere will always shift into each of it's forms as soon as it is affected by the full moon although it may not be the same order each full moon. If a lycanthrope has wolf, hyena and fox then it will need to each before it can do anything. During regular times of shifting, it all depends on which beast "gets the better" of the panwere. For example, if the panwere is dealing with it's wolf being angsty, then it will shift into the wolf. Remember that each beast can be of different level and any that are weak will be the most liable to cause the panwere to shift.
